Change Manager – Public Sector Transformation (6‑month contract)

About the role

We are looking for an experienced Change Manager to lead change management and communications for a complex public‑sector transformation programme. The role is contract‑based for six months and will be based on a hybrid model in London.

Key responsibilities

• Develop and execute comprehensive change management and communications strategies.
• Create change, stakeholder engagement and communication plans, and drive adoption activities.
• Collaborate across multiple programme workstreams to ensure a cohesive approach.
• Build strong relationships with senior stakeholders and advise on organisational change impacts.
• Assess change readiness, identify risks and devise mitigation plans.
• Manage communications sensitively during restructuring, merger and workforce changes.
• Own delivery of change activities, monitoring progress and adapting approaches as needed.

Required profile

• Significant experience leading complex change and communications programmes in the public sector.
• Proven track record delivering organisational change within large‑scale transformation initiatives.
• Ability to operate in ambiguous, fast‑moving environments and deliver practical solutions.
• Strong stakeholder management skills, including engagement with senior leadership.
• Experience supporting restructuring, mergers, integration or workforce transformation projects.
• Demonstrated personal ownership of change programmes from inception to delivery.
