Co-Director Knowledge, Analysis & Intelligence

About the role

The Co-Director of Knowledge, Analysis & Intelligence (KAI) will jointly lead one of the Civil Service’s largest analytical directorates, shaping data‑driven insight for HMRC and its wider government partners. Reporting to the Director General of HMRC Strategy and Policy, this senior position combines strategic leadership with line‑management of multiple high‑performing teams.

Key responsibilities

• Provide joint leadership of the KAI Senior Leadership Team, ensuring high‑quality outputs and professional standards.
• Manage compliance, operational, research, evaluation, data and technology teams, overseeing day‑to‑day delivery.
• Build and maintain strong relationships with key stakeholders across HMRC, HM Treasury, the Office for Budget Responsibility, the National Audit Office and other government departments.
• Set direction for KAI’s analysis programme, prioritising work that delivers maximum value for stakeholders.
• Collaborate with other analytical directorates to provide strategic leadership and uphold analytical professionalism.
• Champion rigorous work‑management practices, quality assurance and a motivated, inclusive workforce.
• Represent KAI on the Strategy and Policy Senior Leadership Team, contributing to cross‑group strategic alignment and culture.

Required profile

• Proven track record of leading large analytical or data‑focused teams in a public‑sector or comparable environment.
• Demonstrated ability to drive innovation and influence government policy or strategic direction.
• Strong interpersonal and communication skills, with experience delivering analysis that influences senior decision‑makers.
• Commitment to fostering an inclusive, high‑performing workplace.
