Contracts Manager – Procurement & Framework Specialist

About the role

This position offers an experienced procurement professional the chance to lead a portfolio of strategic framework agreements, primarily in building cleaning and place‑related services. You will manage the full procurement lifecycle, from strategy development to contract performance, within a hybrid working environment.

Key responsibilities

• Develop and execute category management strategies and procurement activities.
• Deliver end‑to‑end public sector tenders and framework renewals.
• Manage supplier relationships, contract performance, and compliance.
• Monitor KPIs, commercial controls, and framework utilisation.
• Provide procurement advice to stakeholders and members.
• Conduct market engagement and supplier reviews.
• Develop tender documentation and evaluation methodologies.
• Support and mentor junior procurement colleagues.
• Contribute to continuous improvement and best‑practice initiatives.

Required profile

• Proven experience managing public sector procurements.
• Strong knowledge of procurement regulations and frameworks.
• Demonstrated contract and supplier management expertise.
• Ability to develop procurement and category strategies.
• Excellent stakeholder engagement and communication skills.
• Experience producing tender documentation and evaluations.
• Capability to manage multiple projects and priorities.
• Previous mentoring or team support experience (desirable).
