Technical Program Manager - Core Network Delivery & MNO Onboarding

About the role

Join Skylo to lead the end‑to‑end onboarding of mobile network operators (MNOs) onto its satellite‑enabled core network, ensuring traffic flows, signalling and billing operate flawlessly across Europe.

Key responsibilities

• Own the MNO technical onboarding program across packet core, signalling and billing, defining milestones, dependencies and cut‑over plans.
• Drive signalling delivery programmes including Diameter interfaces (S6a, SGd), MAP‑over‑IPX, DRA configuration and SMS‑over‑NAS enablement.
• Coordinate billing and settlement programmes such as TAP3, RAP and NRTRDE exchange, CDR integrity and reconciliation.
• Manage the multi‑supplier roaming stack, handling supplier onboarding, contractual cut‑over, parallel‑run and rollback procedures.
• Run programme governance – maintain roadmaps, RAID logs, release trains and launch‑readiness reviews.

Required profile

• 8+ years of experience in mobile core, signalling engineering or technical programme leadership.
• Deep hands‑on knowledge of 3GPP signalling (EPC and 5GC), Diameter protocol and related interfaces (S6a, S6c, S13, SGd, T6a).
• Proven track record delivering cross‑functional network programmes on time with external partners.
• Experience with wholesale roaming, IPX interconnects and billing/settlement processes.

Required skills

• Diameter protocol and AVP design.
• S6a, SGd, MAP‑over‑IPX, IWF and DRA/DEA routing configuration.
• NB‑IoT, CIoT and NTN signalling specifics.
• TAP3, RAP, NRTRDE and CDR lifecycle management.
• Roaming operations (IREG/TADIG, IR.21/RAEX) and billing/settlement integration.
