Director of Resilience

About the role

The Director of Resilience will provide enterprise‑wide leadership for resilience, business continuity and crisis management across HMRC. Reporting to the Director General, CDIO, the role works closely with the Chief Security Officer and sits at the strategic centre of the department’s security and resilience agenda.

Key responsibilities

• Lead and mature the operating model for business continuity, crisis management and organisational resilience.
• Develop processes, tools and professional expertise to support preparedness and response.
• Use threat intelligence and lessons learned to drive continuous improvement and address emerging risks.
• Promote a culture of resilience through engagement and awareness activities.
• Oversee internal and external assurance, ensuring alignment with ISO 22301 and other recognised standards.
• Provide strategic leadership during crises, activating business continuity and recovery arrangements.
• Maintain and develop Gold, Silver and Bronze command structures and escalation pathways.
• Lead scenario planning, testing, exercises and assurance activities to strengthen organisational readiness.

Required profile

• Extensive senior‑level experience in resilience, business continuity or crisis management, preferably within a large public‑sector organisation.
• Proven ability to influence senior leaders, ministers and board members on resilience risk and preparedness.
• Strong strategic thinking with a track record of embedding resilience into governance and operational delivery.
