Head of Service – Older People Commissioning (Interim)

About the role

This interim position provides strategic leadership for older people commissioning within a Midlands local authority. You will shape the direction of adult social care services, focusing on care homes, residential care and domiciliary provision.

Key responsibilities

• Lead strategic commissioning and contract management for older people services.
• Drive market development and sustainability across residential, nursing and home care.
• Support service transformation to improve outcomes for residents.
• Build and maintain relationships with providers, health partners and senior stakeholders.
• Ensure value for money and compliance with statutory duties.
• Oversee associated operational functions such as financial services and customer charging processes.

Required profile

• Significant senior‑level commissioning experience in Adult Social Care.
• Proven leadership of older people commissioning, including care homes and home care markets.
• Strong understanding of local authority procurement, contracting and statutory responsibilities.
• Experience managing financial operations such as assessments, charging, income collection and safeguarding.
• Previous Head of Service or Assistant Director role within a local authority.
• Ability to navigate complex stakeholder and political environments.
