Interim Head of Cultural Change & Engagement

About the role

The organisation is seeking an Interim Head of Cultural Change & Engagement to lead a people‑focused transformation agenda over a 3‑6 month period. Working on a hybrid basis (two days on‑site in Birmingham), you will partner with senior leadership and People & Culture teams to embed new ways of working and improve the employee experience.

Key responsibilities

• Develop and deliver cultural change and employee engagement strategies aligned with organisational objectives.
• Act as trusted advisor to senior leaders on culture, communications and transformation.
• Design and roll‑out engagement initiatives that support adoption of new ways of working.
• Collaborate across leadership to ensure alignment of engagement activities with priorities.
• Lead organisation‑wide cultural change programmes to embed desired values and behaviours.
• Champion employee feedback mechanisms and ensure the employee voice shapes transformation.
• Work with HR and policy teams to review and embed people policies that reflect organisational values.
• Establish governance, planning and evaluation frameworks to measure engagement effectiveness and cultural impact.

Required profile

• Proven experience leading cultural change, employee engagement and organisational development initiatives.
• Strong background in transformation, change management and people‑focused programmes.
• Ability to advise senior leaders and influence across functions.
• Experience working in or with public sector organisations is desirable.
• Excellent communication skills and capability to build stakeholder buy‑in.
