About the role

We are seeking a dedicated and organised Private Sector Housing Technical Officer to join the joint Housing service of Malvern Hills and Wychavon District Councils. You will play a pivotal role in improving private‑sector housing standards by inspecting, licensing and enforcing regulations on Houses in Multiple Occupation (HMOs) across the two districts.

Key responsibilities

  • Inspect and license HMOs, ensuring compliance with safety standards and HMO management regulations.
  • Investigate complaints of disrepair and assess properties against the Housing Health and Safety Rating System (HHSRS) and the Housing Act 2004.
  • Prepare schedules of works, draft statutory enforcement notices, and compile witness statements and case files for court or tribunal hearings.
  • Collaborate with Planning Enforcement, Revenues and Benefits, and other partner services to identify non‑compliant properties.
  • Provide specialist technical advice to landlords, agents, owners and tenants, using persuasion and negotiation where required.
  • Maintain accurate case records and manage a varied workload, including occasional visits outside normal hours.

Required profile

  • Qualified in the Housing Health and Safety Rating System (HHSRS).
  • Strong knowledge of housing legislation and its practical application.
  • Proven experience inspecting and licensing HMOs and handling housing complaints.
  • Ability to prepare statutory documents and present evidence in legal settings.
  • Full driving licence, access to a car and willingness to travel to rural sites.

Required skills

  • Housing Health and Safety Rating System (HHSRS) qualification.
  • Good computer literacy, particularly MS Office.
