Product Owner – Digital Licensing (Hybrid, Edinburgh)

About the role

Our client is a GovTech company delivering digital licensing and permitting services for the Scottish Government. They are seeking a Product Owner to manage the product backlog, ensure clear work for the engineering team and align delivery with user and client needs.

Key responsibilities

• Own and maintain a groomed, prioritised product backlog ready for delivery.
• Write and refine user stories with clear, testable acceptance criteria.
• Run and facilitate backlog refinement, sprint planning and sprint review sessions.
• Work daily with engineering to clarify requirements, unblock delivery and support sprint execution.
• Tri‑age incoming requests from clients and internal teams into well‑defined backlog items.
• Collaborate with service designers and user researchers to ground delivery in user needs.
• Distinguish between product configuration, service design, policy constraints and engineering decisions.
• Manage and communicate sprint progress, flag risks, dependencies and scope creep early.

Required profile

• Proven experience owning a backlog in an active agile delivery team.
• Ability to write clear, well‑scoped user stories for engineers.
• Strong facilitation skills for refinement, planning and review ceremonies.
• Comfort making day‑to‑day prioritisation decisions under competing pressures.
• Excellent communication with technical and non‑technical stakeholders.
• Organised, dependable working style.
• Experience working across product, service design, engineering and client teams.
• Experience with Scottish Government, local government, UK public services or regulated GovTech delivery is a plus.
