Benefits Officer Level 1

About the role

We are expanding our Revenues and Benefits Team within Torbay Council’s Finance Directorate and are looking for a Benefits Officer Level 1. In this role you will support residents by processing local and national benefit claims and ensuring timely collection of council tax, business rates and other revenues.

Key responsibilities

• Administer claims for local and national benefits and collect/enforce payment of Council Tax, Business Rates and Business Improvement District.
• Follow a robust process that maximises income collection using all available recovery options.
• Respond to customer enquiries via phone, email and written correspondence, providing clear and professional advice.
• Engage with customers, landlords, internal departments and external agencies to support accurate assessment and processing.
• Stay up‑to‑date with relevant legislation, regulations and best practice relating to benefits and debt management.
• Maintain strict data security and confidentiality standards.

Required profile

• Clear communicator, both verbally and in writing.
• Organised, detail‑oriented and able to manage multiple tasks.
• Professional, approachable and comfortable working with numbers.
• Ability to interpret regulations and guidance.
• Motivated, organised and keen to help people.
• Previous experience in revenues, benefits, customer service or local government is beneficial but not essential.

Required skills

• Confidence using IT systems.
