Compliance Manager - Mechanical & Electrical

About the role

Citizen Housing is seeking an experienced Compliance Manager to lead its Mechanical & Electrical (M&E) compliance programme across a portfolio of roughly 24,000 homes. The role ensures that all statutory and regulatory requirements are met, safeguarding residents and supporting the company’s commitment to safe, quality housing.

Key responsibilities

• Develop and implement M&E compliance strategies, policies and management plans in line with legislation and best practice.
• Lead, coach and develop a team of technical specialists.
• Oversee repair, servicing, maintenance and replacement of M&E systems across the housing stock.
• Manage compliance budgets, investment programmes and high-value contractor performance.
• Drive improvements to compliance systems and asset data, collaborating with internal stakeholders.
• Monitor compliance performance, manage risk and produce reports for senior leadership.
• Build strong relationships with internal teams, contractors and regulators.
• Maintain accurate compliance records and contribute to the ongoing development of the compliance strategy.

Required profile

• Recognised qualification in Gas (current Gas Safe registration) or Electrical Installation/Management.
• Knowledge of Legionella (HSG274), lift management and renewable technologies.
• Understanding of building infrastructure, including single- and three-phase electrical systems.
• Experience managing high-value contracts, budgets and contractor performance.
• Strong report writing and presentation skills for senior stakeholders.
• Proven leadership experience with the ability to develop high-performing teams.
