Head of Service Charges, Rent & Income

About the role

Saffron Housing Trust is seeking a strategic leader to oversee service charges, rent application and income collection across more than 7,000 homes, freeholders and garages. The Head of Service Charges, Rent & Income will ensure compliance, customer focus and best‑practice delivery while maximising revenue.

Key responsibilities

• Manage the Rent and Charges notification, estimate consultation and actual account processes.
• Oversee sinking fund, major work final account and collections procedures.
• Set, issue, reconcile and collect service, personal, estate‑based and utility charges in line with legislation.
• Lead tenant and resident engagement initiatives and act on feedback.
• Maintain up‑to‑date knowledge of government and regulatory requirements, ensuring policies remain compliant.
• Provide visible, values‑based leadership and support cross‑departmental collaboration.

Required profile

• Degree level or equivalent professional qualification, or qualified by experience.
• Evidence of continued professional development.
• Working towards or holding CIH Level 3 (or equivalent) membership.
• Membership of the Chartered Institute of Housing (CIH) or The Property Institute.

Required skills

• Strong understanding of service charge and rent collection legislation.
• Experience in managing large‑scale housing finance operations.
• Ability to lead and develop multidisciplinary teams.
