Procurement Manager

About the role

The Procurement Manager will lead sourcing activities for a public‑sector organisation that manages critical infrastructure projects. You will be responsible for delivering commercial value, ensuring compliance with legislation and supporting the annual savings target across multi‑million‑pound opportunities.

Key responsibilities

• Develop and manage the end‑to‑end sourcing process from business requirement to contract signature for spend of £100m‑£300m.
• Implement approved category strategies and drive the sourcing pipeline to realise defined savings and benefits.
• Apply the Sourcing Framework to meet risk, governance, legislative and regulatory requirements.
• Negotiate contracts, resolve disputes and secure sourcing‑enabled savings in collaboration with stakeholders.
• Create innovation‑based business cases and market sourcing practices, including total cost of ownership assessments.
• Facilitate transition from sourcing execution to supplier management for a seamless customer experience.
• Lead continuous‑improvement activities, demand pipeline assessments and customer satisfaction surveys.

Required profile

• Proven deep sourcing experience with a track record of delivering savings.
• Strong negotiation and dispute‑resolution capabilities.
• Solid understanding of contract law and financial principles.
• Experience working in a complex, devolved public‑sector environment.
