Procurement Manager

About the role

We are seeking an experienced Procurement Manager to lead end‑to‑end procurement, commercial and contract management across the organisation. The role will support strategic business objectives while ensuring compliance with public sector procurement regulations.

Key responsibilities

• Manage end‑to‑end procurement exercises using Framework Agreements and Find a Tender where appropriate.
• Lead tender processes, including preparing tender documentation, evaluation criteria and supplier communications.
• Oversee procurement and contract activity throughout the contract lifecycle, including changes and terminations.
• Build and maintain strong relationships with internal stakeholders and external suppliers.
• Ensure compliance with the Public Contracts Regulations 2015, the Procurement Act 2023 and Managing Public Money principles.
• Maintain procurement records and contracts database, producing accurate management information and reports.
• Identify opportunities for cost savings, process improvements and procurement efficiencies.
• Support the Head of Procurement & Contracts in delivering strategic procurement objectives.

Required profile

• Proven experience managing end‑to‑end procurement activities.
• Strong knowledge of public sector procurement legislation, including PCR15 and PA23.
• Excellent stakeholder management and communication abilities.
• Strong analytical, organisational and problem‑solving capabilities, including spend analysis.
• Advanced Microsoft Office proficiency, particularly Excel, Word and PowerPoint.
• MCIPS qualification or working towards it (desirable).
