Property Compliance Manager – 4 month contract

About the role

The Church of England Pensions Board is seeking a Property Compliance Manager on a four‑month interim contract to lead the statutory compliance function for its national housing portfolio. You will ensure the safety of residents by overseeing gas, electrical, fire, asbestos, water hygiene and lift safety compliance across 1,200 rental properties and community living schemes.

Key responsibilities

• Lead a small team of Property Compliance Officers and coordinate with contractors, consultants and residents.
• Ensure compliance with all relevant regulations, including Gas Safety, Electrical Safety (EICR), Fire Safety Order, Control of Asbestos Regulations, Legionella control, LOLER and EPC requirements.
• Collect, analyse and report compliance data to senior leadership, trustees and external regulators.
• Develop and implement compliance strategies and promote a positive safety culture.
• Maintain up‑to‑date knowledge of legislative changes and advise the Head of Property Operations.

Required profile

• Proven experience managing property compliance in a large residential portfolio.
• Strong leadership and communication skills, with the ability to influence stakeholders at all levels.
• Attention to detail and ability to produce accurate reports and audits.
• Experience working within a charitable or public sector environment is advantageous.
