Senior Developer

About the role

Luton Council is seeking a Senior Developer to help deliver its Digital 2040 vision. You will design, build and support high‑quality digital services that make it easier for residents to access council services.

Key responsibilities

• Lead the design, development and maintenance of complex digital solutions using agreed standards and best practice.
• Ensure solutions are secure, maintainable and aligned with Digital Service Standards and GDS guidelines.
• Collaborate with product owners, service teams and users to translate requirements into robust technical solutions.
• Promote quality engineering practices such as testing, documentation, version control and continuous improvement.
• Develop and maintain integrations between platforms and back‑office systems using APIs.
• Support live services by diagnosing issues, delivering fixes and reducing technical debt.
• Mentor junior developers and contribute to a collaborative learning culture.

Required profile

• Significant experience delivering user‑centred digital services end‑to‑end.
• Strong customer focus with a pride in code quality.
• Ability to analyse complex problems and propose effective solutions.
• Excellent communication skills for both technical and non‑technical stakeholders.
• Understanding of accessibility, equality and inclusion in digital service delivery.

Required skills

• Netcall Liberty Create (CRM) development and configuration.
• CMS platform configuration and extension (forms, dashboards, templates, themes).
• Proficiency in PHP, JavaScript, HTML and CSS.
• Designing, consuming and securing APIs.
• Version control and testing practices.

What we offer

• Salary £53,460 – £56,681 per year (pro rata).
• £3,203 car benefit allowance.
• Permanent contract.
