Senior HR Business Partner

About the role

Homes England is seeking a Senior HR Business Partner on a six‑month IR35 contract. Working hybrid from the Newcastle (or Leeds) office, you will provide strategic, integrated HR support to a Directorate, helping to deliver the agency’s housing and regeneration objectives.

Key responsibilities

• Supervise and coordinate complex HR activities, including change management initiatives and people‑risk mitigation.
• Use advanced influencing techniques to gain stakeholder buy‑in and align projects with strategic objectives.
• Develop and maintain HR policies and procedures, ensuring consistency across the agency.
• Make informed, judgement‑based decisions to improve operational plans within the People Function.
• Provide expert advisory services and contribute to resource utilisation and overall agency performance.

Required profile

• Chartered member of CIPD or a relevant degree/NVQ Level 7 in Human Resource Management.
• Proven experience in effective business partnering and delivering HR strategies in fast‑paced environments.
• Strong business acumen, leadership and networking abilities.
• Broad generalist operational and strategic HR experience, including organisational change leadership.
• Excellent communication, influencing, negotiation and senior‑management coaching skills.
