About the role

The Service Improvement Manager – Housing will lead the design, delivery and monitoring of improvement initiatives across the council's housing services. Working three days on site each week, you will ensure services are resident‑focused, compliant and high‑performing by leveraging data, insight and operational intelligence.

Key responsibilities

  • Develop and deliver the housing service improvement programme aligned with regulatory requirements, corporate strategy and resident priorities.
  • Use data, performance metrics, resident feedback and operational insight to identify improvement opportunities and design evidence‑based solutions.
  • Strengthen governance, assurance and compliance frameworks to meet statutory and regulatory standards.
  • Oversee the creation, review and implementation of housing policies, procedures and service standards.
  • Manage service performance reporting for senior management, committees, boards and elected members.
  • Lead cross‑service projects such as service redesign, digital transformation, procurement and contract improvement.
  • Guide an operational team to embed consistent, high‑quality practice across housing management.
  • Build relationships with councillors, MPs, regulators, partners and residents.
  • Provide leadership, coaching and support to staff involved in improvement activity.
  • Manage budgets, contracts and resources to deliver value for money.

Required profile

  • Relevant housing qualification (CIH Level 4 or equivalent) and evidence of ongoing professional development.
  • Extensive experience in social housing within a local authority or registered provider.
  • Strong understanding of social housing legislation, regulation and Consumer Standards.
  • Proven track record of leading service improvement, change management or modernisation projects.
