Site Supervisor – Pre-Construction

About the role

You will join JSM Group’s Pre‑Construction team to lead site‑based activities for power and utility projects across the UK. The role focuses on delivering feasibility studies, surveys and supporting the tender process while ensuring safety, quality and budget compliance.

Key responsibilities

• Manage delivery of multiple feasibility studies and surveys, ensuring work is incident‑free, compliant and within budget.
• Provide operational and technical input to tender packages, including route surveys, paving schedules and programme data.
• Prepare Job Packs from site surveys for private wayleave documentation and cable pack designs.
• Maintain a register of Special Engineering Difficulties (SEDs) and coordinate with authorities on working methods.
• Support creation of Scope of Works, Method Statements and Risk Assessments.
• Update and report progress using MS Project.
• Monitor health, safety, quality and environmental requirements on all projects.
• Deliver site safety briefings, toolbox talks and near‑miss reporting to promote a proactive safety culture.

Required profile

• Technical competence in power or utility industry operations.
• Good knowledge of the New Roads and Street Works Act (NRSWA) and street‑works permitting.
• Experience with deep excavation and temporary works.
• Ability to manage resources and maintain compliance on multiple projects.
