ASB Tenancy Specialist – Anti‑Social Behaviour & Fraud

About the role

The ASB Tenancy Specialist will provide expert advice and hands‑on support on tenancy fraud, anti‑social behaviour (ASB), domestic abuse and legal enforcement for Clarion HA in the Morden area. Working closely with Neighbourhood Response Officers, the role ensures investigations are thorough, cost‑effective and proportionate, and that victims receive appropriate support.

Key responsibilities

• Manage tenancy fraud, sub‑letting and Right‑to‑Buy fraud cases across the region, leading investigations or delegating to colleagues.
• Oversee case management of ASB incidents, directing investigations and enforcement actions.
• Decide on appropriate actions against perpetrators and support measures for victims.
• Prepare legal files and coordinate legal action, working with solicitors, process servers and bailiffs.
• Represent Clarion HA in court for tenancy fraud, ASB and related non‑arrears cases.
• Handle complex tenancy management cases such as successions and end‑of‑tenancy reviews.
• Liaise with police and other partners to gather evidence, including interviews and surveillance support.
• Collaborate with external agencies including Women’s Aid, NFI, local authorities, mediation services and support charities.

Required profile

• Demonstrable experience in anti‑social behaviour (ASB) within a housing context.
• Strong understanding of tenancy legislation, fraud prevention and legal disrepair.
• Proven investigative interviewing skills, preferably in fraud or ASB cases.
• Excellent problem‑solving, intelligence‑gathering and judgement abilities.
• Positive, solution‑focused mindset with the ability to weigh differing views.
