Bid Writer – Public Sector Construction

About the role

We are looking for an experienced Bid Writer to join a well‑established, privately owned organisation operating across construction, facilities management and infrastructure. The successful candidate will turn complex technical and commercial information into compelling, compliant submissions for major public‑sector and framework opportunities.

Key responsibilities

• Lead end‑to‑end bid production for 8–12 major opportunities each year, coordinating technical, commercial and operational contributors.
• Produce fully compliant PQQ, ITT and framework responses, aiming for a tender win rate of 70 %+ by value.
• Develop and maintain a reusable library of method statements, CVs and social‑value evidence to reduce bid preparation time.
• Identify and qualify at least two public‑sector or framework opportunities per quarter aligned with organisational strategy.
• Coach operational contributors to ensure 90 % of first‑draft content is delivered on time and to the required standard.

Required profile

• Proven track record of writing successful construction or FM tenders for public‑sector clients such as local authorities, healthcare, education or highways.
• Strong understanding of UK public procurement, including PAS 91, the Construction Playbook and social‑value requirements.
• Ability to translate complex technical and commercial information into clear, persuasive, compliant bid narratives.
• Experience coordinating contributions from multiple disciplines and facilitating structured bid reviews.
• Excellent written English with meticulous attention to detail and ability to meet demanding deadlines.
