Billing & Collections Officer – Local Authority

About the role

We are seeking an experienced Billing & Collections Officer to join a busy local authority team in Wembley. The position is hybrid, full‑time and temporary (ongoing), with an immediate start. You will manage a variety of debt streams, ensuring accurate billing and effective recovery.

Key responsibilities

• Administer, bill and collect Council Tax, Business Rates, Adult Social Care, sundry debts, housing benefit overpayments, and parking/road traffic debts.
• Identify liable parties, assess liability dates and apply discounts, exemptions or reductions.
• Maintain up‑to‑date billing records and revenue databases.
• Handle customer enquiries via phone, email, face‑to‑face and online channels.
• Progress cases through recovery stages, negotiate payment arrangements and ensure compliance with legislation and policies.
• Liaise with enforcement agents, the Valuation Office Agency and other stakeholders.
• Process complaints, Subject Access Requests and Freedom of Information requests.
• Support continuous improvement initiatives and, where required, approve enforcement actions and legal proceedings.

Required profile

• Proven experience in local authority revenue and debt recovery.
• Strong knowledge of Council Tax and Business Rates legislation and enforcement processes.
• Excellent customer service and communication abilities.
• Ability to manage complex cases under pressure with high attention to detail.
• Experience using revenue and billing systems.
