Business Consultant

About the role

The Business Consultant role at Actica supports UK public sector, defence, national security and private organisations in delivering digital transformation, securing benefits from programmes and maximising technology investment returns.

Key responsibilities

• Deliver business cases for digital investments using the HMT Green Book five‑case model and support approval processes.
• Develop strategies for future digital service delivery aligned with client business objectives.
• Support large digital, data and technology procurements, including drafting documentation and evaluating bids.
• Directly manage project and programme delivery, creating schedules, risk registers and governance frameworks.
• Produce user and service requirements documentation and provide client‑side assurance of technical solutions.
• Lead business change and transformation products such as stakeholder engagement plans, benefits realisation and communication plans.
• Share domain, technical, security and PPM knowledge to enhance client outcomes.

Required profile

• Proven experience of digital transformation within the UK public sector.
• Client‑facing role with excellent listening, communication and stakeholder engagement skills.
• Eligibility and willingness to obtain UK Government Security Clearance.
• Strong interpersonal and influencing abilities, adaptable to a fast‑paced environment.

Required skills

• Familiarity with GDS Service Manual delivery.
• Project and programme management methodologies such as MSP, PRINCE2, APMP.
• Agile frameworks including Scaled Agile Framework, Scrum and Kanban.
• Service management best practice (ITIL).
• Development of business cases and investment appraisals following HMT Green Book and Better Business Cases standards.
• Creation of tender documentation and evaluation criteria for public sector procurements.
