Business Development Manager – Public Sector SaaS

About the role

Data-driven technology is reshaping how towns, cities and public spaces plan for the future. As a Business Development Manager you will introduce our SaaS and hardware solutions to local authorities and other public‑sector organisations across the UK, building relationships and positioning our offering as a strategic partner.

Key responsibilities

• Generate new business opportunities with councils, parish councils, national parks and other public‑sector bodies, focusing initially on winning new contracts.
• Build and nurture relationships with senior decision‑makers, managing sales cycles from three months up to 18+ months.
• Lead the full sales process – prospecting, meetings, tender submissions, commercial negotiations and project hand‑over.
• Sell a mix of hardware (≈£30‑£40k per project) and recurring‑revenue software licences.
• Increase brand visibility through customer visits, networking events, exhibitions and industry conferences.
• Re‑engage dormant accounts and identify cross‑selling opportunities within existing customers.

Required profile

• Proven track record of generating and converting new business in the public sector.
• Experience managing your own sales pipeline and forecasting via a CRM system.
• Ability to build long‑term relationships with senior decision‑makers across local authorities.
• Background in selling products or services such as transport‑related hardware, IoT, or micro‑mobility solutions is advantageous.
