Business Manager – Supportive Collection

About the role

This interim Business Manager will lead the Supportive Collection service within the Corporate Collection and Support sector. The role provides senior operational leadership across multiple income streams, including Council Tax, Business Rates and Adult Social Care debts.

Key responsibilities

• Develop and maintain efficient collection and recovery pathways for housing rents, council tax and business rates while complying with legislation.
• Embed welfare‑rights support into collection processes to promote financial inclusion for vulnerable residents.
• Maintain an accurate debt profile, oversee non‑viable debt write‑offs and ensure robust reporting.
• Collaborate with Business Improvement teams to create data‑driven reporting that drives income generation.
• Enhance customer communication, introduce new engagement methods and expand the online support offering.
• Promote digital‑by‑default solutions, automate processes and identify new income opportunities.
• Manage the Supportive Collection team, ensuring policy compliance and staff development.

Required profile

• Significant senior‑level experience in Revenues or Accounts Receivable, preferably with Adult Social Care debt.
• Proven track record of leading performance improvements in a collection environment.
• Strong people‑management capabilities.
