Business Partner – Supportive Collection (Interim)

About the role

This interim position supports the Corporate Collection and Support department by overseeing critical recovery and enforcement activities. You will help protect the council’s reputation and financial health while ensuring compliance with legal standards.

Key responsibilities

• Provide managerial oversight for Council Tax, Business Rates, Adult Social Care, and Accounts Receivable debt.
• Collaborate with the Business Manager to design efficient, equitable collection pathways.
• Maintain a proactive borough‑wide Welfare Rights and Support offering.
• Develop and sustain the Supportive Collection Pathway, including systems, processes, reporting, and approaches.
• Create a rationalised debt profile and keep an accurate debt database.
• Enhance income generation and customer communication strategies.
• Lead the Supportive Collection team, ensuring policy compliance and deadline adherence.
• Attend court hearings and ensure enforcement actions are legally robust.

Required profile

• Significant management experience in revenues, accounts receivable, or sundry debts, preferably within Adult Social Care.
• Proven track record in collection‑focused activities.
• Strong people‑management capabilities.
• Ability to develop and implement collection and recovery strategies.
• Excellent communication and stakeholder‑management skills.
• Proficiency in data‑driven reporting and performance improvement initiatives.
