Business Partner – Supportive Collection

About the role

This interim Business Partner will join the Corporate Collection and Support department, overseeing critical recovery and enforcement activities for Council Tax, Business Rates, Adult Social Care and other receivables. The role safeguards the council’s reputation and financial position while driving efficient, equitable collection pathways.

Key responsibilities

• Provide managerial oversight for Council Tax, Business Rates, Adult Social Care and Accounts Receivable debt.
• Collaborate with the Business Manager to design and maintain effective collection and recovery processes.
• Ensure operational oversight of a borough‑wide Welfare Rights and Support offering.
• Support the development and implementation of the Supportive Collection Pathway, including systems, reporting and processes.
• Maintain a rationalised debt profile and an accurate debt database across all streams.
• Enhance income generation and customer communication strategies aligned with the Supportive Collection Pathway.
• Manage the Supportive Collection team, ensuring compliance with policies and deadlines.
• Attend court hearings and oversee legally robust enforcement actions.

Required profile

• Significant management experience in revenues, accounts receivable or sundry debts, preferably with Adult Social Care focus.
• Proven experience managing collection‑focused activities.
• Strong people‑management capabilities.
• Ability to develop and implement collection and recovery strategies.
• Excellent communication and stakeholder‑management skills.
• Proficiency in data‑driven reporting and performance‑improvement initiatives.
