Capital Finance Manager

About the role

The Capital Finance Manager will report to the Head of Finance and provide expert advice on the Council's Capital and Commercial programmes. This permanent position involves leading the development of capital investment strategies and supporting commercial finance activities across multiple Council initiatives.

Key responsibilities

• Lead and coordinate the development of Capital Investment Programmes.
• Identify and implement suitable financing options for capital and commercial projects.
• Provide financial modelling, viability testing and expert advice on Council commercial activities.
• Develop multi‑year Capital Programme budgets and assess revenue budget implications.
• Produce accurate capital finance reports for Strategic Management and Governance Boards.
• Coordinate end‑of‑year closing of capital accounts and ensure proper transaction recording.
• Manage statutory returns and ad‑hoc information requests related to capital and commercial programmes.

Required profile

• CCAB‑qualified accountant.
• Experience in Capital Finance within Local Government.
• Background in Local Government finance and commercial programmes.

• Budgeting.

What we offer

• Salary £54,000‑£60,000 per annum.
• Hybrid working – one day per week in the office.
