Category Manager – Procurement Strategy

About the role

The Council is seeking an experienced Category Manager to provide senior‑level commercial advice and lead high‑value procurement projects. You will work closely with the Category Lead and internal departments to deliver value for money and social value across the organisation.

Key responsibilities

• Develop and implement category procurement strategies and forward‑looking procurement plans aligned with the Council's financial strategy.
• Provide expert strategic procurement and contract‑management advice to senior managers and officers.
• Lead end‑to‑end procurement processes for complex, high‑value contracts, acting as a key member of project teams.
• Offer quality guidance on procurement legislation, best practice and risk management.
• Apply strategic sourcing tools, market analysis and commercial acumen to achieve cost savings and service quality improvements.
• Manage relationships with third‑party partners and mitigate procurement risks.

Required profile

• Proven experience in public‑sector procurement and category management.
• Strong understanding of procurement legislation, corporate standards and social‑value objectives.
• Ability to influence senior stakeholders and deliver strategic advice.
• Track record of managing high‑value, complex contracts and projects.
