Cessation of Duty Officer

About the role

The local authority client in North London is seeking an experienced Cessation of Duty (COD) Officer to manage complex homelessness cases. This hybrid role requires one day per week in the office and offers a competitive rate of £24.70 per hour.

Key responsibilities

• Determine whether the council can lawfully end its statutory homelessness duties.
• Conduct detailed legal enquiries and identify gaps in evidence.
• Review complex evidence from multiple professionals and apply relevant legislation.
• Draft robust decision letters that can withstand review or court scrutiny.
• Make defensible decisions regarding statutory housing rights, temporary accommodation, and eviction proceedings.

Required profile

• Extensive experience in housing law and statutory homelessness duties.
• Ability to work independently with minimal supervision.
• Strong decision‑writing and analytical skills.
• Excellent knowledge of the Housing Act 1996 (Part VII), Homelessness Reduction Act 2017, Homelessness Code of Guidance, Equality Act 2010 and related case law.
