Civil Enforcement Officer

About the role

The Civil Enforcement Officer will be a visible, approachable presence in Oxford, patrolling designated streets and public spaces to guide the community and enforce road traffic regulations. Working on a moped, bicycle or on foot, you will help reduce congestion, improve air quality and maintain a safe, orderly environment for residents and visitors.

Key responsibilities

• Monitor on‑street and off‑street parking areas, issuing Penalty Charge Notices (PCNs) where regulations are breached.
• Engage with the public in a respectful manner, providing clear advice on parking rules and facilities.
• Collect and record photographic and written evidence to support PCNs, maintaining accurate official records.
• Authorize vehicle immobilisation or removal when required for safety or enforcement purposes.
• Inspect pay‑and‑display machines, signage and car‑park equipment, reporting faults or vandalism promptly.
• Report damaged street furniture, unclear road markings or suspicious vehicles to contribute to public‑realm upkeep.
• Attend court or tribunal hearings to provide factual witness statements when PCNs are challenged.
• Collaborate with police community support officers and other safety partners to address anti‑social behaviour.
• Stay up‑to‑date with legislative changes and attend training to maintain professional knowledge.

Required profile

• Ability to work outdoors in all weather conditions, using a moped, bicycle or on foot.
• Strong attention to detail for evidence collection and report writing.
• Excellent communication skills to interact positively with the public.
• Willingness to attend court proceedings when required.
• Commitment to ongoing learning about traffic enforcement legislation.
