COMAH Manager – Control of Major Accident Hazards

About the role

The Environment Agency is seeking a strategic and technical leader to head its Control of Major Accident Hazards (COMAH) team. Reporting to the Deputy Director for Energy and Manufacturing Industries, you will guide the team through a period of transformation while ensuring effective environmental outcomes across England.

Key responsibilities

• Lead the Agency’s relationship with the COMAH Competent Authority and external partners, including site operators and trade associations.
• Advise and influence government departments on COMAH policy and regulatory matters.
• Oversee the development and implementation of new IT systems, training programmes, guidance, and improved ways of working.
• Steer the COMAH team to protect the environment from major industrial accidents.
• Support and develop senior advisors, data analysts, and project support staff.
• Travel nationally as required to attend stakeholder meetings.

Required profile

• Proven leadership experience in a fast‑paced, changing environment.
• In‑depth knowledge of the COMAH regime and experience in environmental regulation, either as a regulator or within a regulated business.
• Strong influencing and relationship‑building skills with senior leaders inside and outside the Agency.
• Excellent written and verbal communication abilities.
