Commercial Manager - Defence Infrastructure

About the role

Babcock is recruiting a Commercial Manager for its Naval Nuclear Commercial Team at the Devonport Royal Dockyard site in Plymouth. The role sits in a highly regulated environment and involves large-scale, complex construction projects, influencing billion-pound portfolios while ensuring commercial governance, risk management and contract compliance. It is full time, 35 hours per week, with hybrid working (3 days on site, 2 days from home).

Key responsibilities

• Provide commercial expertise and governance for tenders, contract reviews, change control and risk management across complex infrastructure programmes.
• Prepare and validate cost estimates, budgets, forecasts, cashflows and value-of-work-done (VOWD) for multiple project work packages.
• Lead subcontract tendering, including bid evaluation, negotiation and contract award.
• Negotiate NEC4 terms and manage contract scope.
• Act as escalation point for high-risk commercial issues, supporting governance and project delivery compliance.

Required profile

• Degree-level qualification in Quantity Surveying, Business, Law, Mechanical/Electrical Engineering, Construction Management or equivalent experience.
• Significant experience managing large, complex construction contracts and bids in regulated environments.
• Proven experience managing MEP packages across full project lifecycles.
• Ability to obtain and maintain Security Check (SC) clearance; eligibility may depend on place of birth, nationality and residency.

Required skills

• In-depth knowledge of NEC4 ECC, PSC and ECSC (Options A-E)
• Robust commercial and contractual risk management capability
• Strong negotiation skills and stakeholder relationship building
• Desirable: WCC or MCIPS qualifications
