Compliance Manager

About the role

Spencer Clarke Group are supporting a local authority to appoint a Compliance Manager within their Strategic Property Team. This project‑focused role ensures the Council’s property estate meets statutory compliance requirements, conducting inspections, coordinating remedial works and maintaining accurate compliance records alongside the permanent compliance function.

Key responsibilities

• Complete site inspections across the Council estate to confirm statutory compliance requirements are being met.
• Identify gaps in compliance and arrange corrective actions with third‑party contractors.
• Manage contractors to deliver remedial works to the required standard and timescales.
• Review contractor compliance certificates and escalate or arrange follow‑on actions where needed.
• Update the compliance tracker and maintain clear, audit‑ready documentation.
• Work closely with the wider project team and the permanent Compliance Team to support a smooth handover into business‑as‑usual.

Required profile

• Strong working knowledge of property‑related statutory compliance obligations in a public sector estate setting.
• Experience inspecting buildings and identifying required compliance works.
• Practical understanding of building pathology and M&E systems to support accurate compliance decisions.
• Proven ability to manage contractors and drive remedial actions through to completion.
• Excellent attention to detail and confidence maintaining compliance trackers and documentation.
• Ability to travel regularly between sites, as public transport options may be limited.
