Debt Recovery Team Leader

About the role

We are looking for a proactive Debt Recovery Team Leader to oversee the collection of various public‑sector debt portfolios, including Housing Benefit overpayments, Adult Social Care and Sundry Debt. The role is hybrid, based in Wembley, and runs on a six‑month contract with the possibility of extension.

Key responsibilities

• Manage one or more debt portfolios, ensuring timely and consistent collection activity.
• Guarantee all recovery actions comply with legislation, case law and council policies.
• Implement operational plans aligned with the Council’s Debt Recovery Strategy.
• Lead, motivate and develop a team of eight recovery officers, handling performance, conduct and attendance.
• Set, monitor and review measurable recovery targets, addressing under‑performance promptly.
• Apply appropriate recovery methods and negotiate repayment arrangements.
• Collaborate with internal services and external partners to remove barriers and improve processes.
• Analyse performance data, produce exception reports and present evidence‑based insights to stakeholders.

Required profile

• Proven experience in debt recovery management, preferably within the public sector.
• Strong leadership experience managing and developing teams.
• Excellent communication and interpersonal skills.
• Strong analytical ability to interpret data and identify trends.
• In‑depth knowledge of debt legislation, best practices and compliance requirements.
