Designated Social Care Officer

About the role

The Designated Social Care Officer (DSCO) will support Rochdale Local Authority in meeting its statutory duties for Special Educational Needs and Disabilities (SEND). Working within the Children’s Social Care Directorate, the DSCO will provide expert advice on Education, Health and Care Planning (EHCP) assessments and quality assurance.

Key responsibilities

• Assist the authority in fulfilling SEND statutory responsibilities.
• Support and quality‑assure EHCP assessments and related processes.
• Advise Assistant Directors and Heads of Service on SEND legislation and practice.
• Identify gaps in service knowledge and design training interventions.
• Contribute to de‑escalation processes and key projects for children with complex needs.

Required profile

• Qualified as a Social Worker (SW qualified).
• Strong knowledge of SEND legislation and practice.
• Experience working within children’s social care or related public sector environments.
• Ability to work collaboratively with senior managers and service teams.

Required skills

• Expertise in SEND policy and legislation.
• Understanding of EHCP assessment and quality assurance processes.
