Director, Strategy and Policy

About the role

Ofcom is seeking a Director of Strategy and Policy to lead horizon‑scanning, strategic thinking and policy advice across the communications sector. The role will shape the regulator’s three‑year strategy, annual plans and delivery monitoring, working closely with senior leaders and external partners.

Key responsibilities

• Co‑lead the development and ownership of Ofcom’s three‑year strategy and annual plan of work.
• Provide evidence‑based horizon scanning and forward‑looking insight to senior leadership and the Board.
• Collaborate with cross‑functional teams to integrate data, research and stakeholder views into strategic decisions.
• Lead and deliver complex, cross‑cutting strategic projects and policy initiatives.
• Monitor delivery against strategic objectives, reporting on outcomes and risks.

Required profile

• Proven senior leadership experience in strategy, policy or regulatory environments.
• Strong analytical and evidence‑based decision‑making skills.
• Excellent communication and stakeholder‑engagement abilities.
• Ability to work collaboratively across a large public‑sector organisation.
