Establishment Control Officer

About the role

The Establishment Control Officer will join Southwark Council’s HR Governance & Assurance team, ensuring the accuracy and compliance of workforce data across the organisation. You will work closely with finance and service managers to maintain robust governance of establishment information and support strategic workforce planning.

Key responsibilities

• Maintain accurate establishment data in HR systems (e.g., SAP), including structures, cost centres and positions.
• Ensure compliance with governance and control processes for all establishment changes.
• Validate funding for new posts with Finance and monitor spend against budgets.
• Produce reports, dashboards and analysis for senior decision‑making.
• Act as the primary contact for HR, Finance and service managers on establishment matters.
• Support workforce planning activities, including restructures and scenario modelling.
• Prepare documentation for internal and external audits.
• Identify and implement process improvements and support system enhancements.
• Deliver training and guidance to managers on establishment processes.

Required profile

• Experience working with HR/ERP systems and managing workforce data.
• Strong understanding of establishment control, governance and financial alignment.
• Advanced Excel and data analysis capabilities.
• Ability to produce high‑quality reports and dashboards.
