Head of PMO

About the role

Oscar Technology is seeking a Head of PMO to lead its enterprise Portfolio & Delivery function. This senior, hybrid role sits at the heart of a large‑scale digital and operational transformation, reporting to senior leadership and overseeing four direct reports.

Key responsibilities

• Define and lead the PMO vision, operating model and digital‑first delivery framework.
• Own the end‑to‑end technology and change portfolio, ensuring alignment with product and enterprise strategy.
• Establish modern governance, delivery standards and engineering‑aligned ways of working.
• Provide real‑time portfolio visibility through tooling, dashboards and data‑led insights for executives.
• Drive prioritisation across product, platform and transformation initiatives based on value, risk and capacity.
• Oversee financial governance, including budgeting, forecasting and investment tracking.
• Lead and develop a high‑performing PMO team covering Programme Management, Delivery and Portfolio Analysis.
• Implement robust RAID, dependency and flow management practices.
• Champion continuous improvement of delivery tooling, reporting, automation and ways of working.
• Partner with Product and Technology leadership to align roadmap planning and execution.

Required profile

• Proven experience leading a PMO, Portfolio Office or Delivery function in a complex, technology‑driven organisation.
• Track record of building scalable PMO or portfolio functions within multi‑platform environments.
• Strong ability to influence senior stakeholders and drive value‑focused outcomes.
• Experience with financial governance, budgeting and investment tracking for technology portfolios.
