Head of Talent and Resourcing

About the role

We are seeking an experienced Head of Talent & Resourcing on an interim basis to lead a large public‑sector organisation through a period of transformation. The role is full‑time (35 hours per week) and hybrid, with three days on‑site each week.

Key responsibilities

• Lead and develop the Talent & Resourcing function to deliver a high‑performing, customer‑focused service.
• Design and execute recruitment and attraction strategies aligned with organisational priorities.
• Improve recruitment processes, reduce time‑to‑hire and enhance candidate experience.
• Provide expert advice on workforce planning, talent management and succession planning.
• Partner with senior leaders to identify current and future workforce needs.
• Oversee high‑volume recruitment across critical service areas.
• Develop innovative employer branding, talent attraction and candidate engagement approaches.
• Use workforce data and insights to inform strategic decisions.
• Champion diversity, equity and inclusion throughout the recruitment lifecycle.
• Lead key workforce transformation and organisational change programmes.

Required profile

• Significant experience leading talent and resourcing functions in large, complex organisations.
• Proven ability to balance strategic workforce planning with hands‑on operational delivery.
• Experience in the public sector or local government is advantageous.
• Strong stakeholder management skills and ability to influence senior leaders.
