Heat Network Manager

About the role

Goodman Masson is seeking an experienced Heat Network Manager on an interim basis to lead the development and delivery of a long‑term heat network strategy for a social housing portfolio. You will ensure services are sustainable, compliant, customer‑focused and commercially effective while working within a specialist energy team.

Key responsibilities

• Develop and implement heat network strategies, policies and delivery models.
• Lead regulatory compliance activities and manage submissions to regulators.
• Monitor legislative changes, assess business impacts and coordinate consultation responses.
• Establish governance frameworks and continuous‑improvement procedures.
• Lead procurement of Energy Service Company (ESCO) services and manage supplier contracts.
• Oversee external legal, technical and commercial consultants.
• Coordinate handover and integration of new heat network schemes into operational teams.
• Identify opportunities to connect existing assets to district heat networks.
• Review leases and tenancy agreements for alignment with operational and charging arrangements.
• Maintain robust compliance reporting and manage operational and regulatory risks.

Required profile

• Strong understanding of heat networks, industry regulations and commercial delivery models.
• Proven ability to influence stakeholders and manage complex projects.
• Relevant qualification in energy, engineering, environmental management or a related discipline.
