Highways & Construction Procurement Business Partner

About the role

The Highways & Construction Procurement Business Partner will lead procurement strategy and execution for highways and construction projects within a public sector organisation. Based in Liverpool with one day per week on‑site, the role ensures compliance with PCR2015, PA23 and relevant contract frameworks while delivering value for money.

Key responsibilities

• Develop and implement procurement strategies for highways and construction programmes.
• Ensure all activities comply with PCR2015 and PA23 regulations.
• Provide expert advice to internal stakeholders on procurement processes.
• Manage supplier relationships to secure quality and cost‑effective solutions.
• Negotiate and evaluate contracts to achieve best‑value outcomes.
• Monitor procurement performance and identify continuous improvement opportunities.
• Utilise NEC and JCT contract forms throughout the procurement lifecycle.

Required profile

• Professional procurement qualification such as CIPS or equivalent.
• In‑depth knowledge of PCR2015 and PA23 regulations.
• Proven experience in public‑sector procurement, particularly in highways and construction.
• Strong analytical and negotiation capabilities.
• Ability to manage multiple projects and meet deadlines.
• Excellent stakeholder management and communication skills.
