Housing Development Manager – Council Projects

About the role

The Council in Berkshire seeks a Housing Development Manager to lead the progression and delivery of its housing development and capital programme. This is a hybrid role, combining remote work with occasional office attendance, and is expected to start as soon as possible.

Key responsibilities

• Lead projects from post‑feasibility through governance approval, mobilisation, delivery, handover and closure.
• Develop business cases, secure governance approvals and manage programme controls.
• Monitor financial performance, coordinate funding and report on project outcomes.
• Manage stakeholder relationships and risk throughout the project lifecycle.
• Establish project governance structures, work packages and reporting arrangements.

Required profile

• Proven experience in managing housing development projects within a public sector environment.
• Strong understanding of programme management, financial monitoring and stakeholder engagement.
• Ability to deliver projects on time, within budget and to required quality standards.

• Competitive daily rate of £500.
• Hybrid working model (4 days remote, 1 day office).
