Housing (Homelessness) Transformation Programme Manager

About the role

The client, a Greater London local authority, is seeking a senior Programme Manager to lead a business‑critical transformation programme focused on homelessness prevention. The role is based in Devon with a hybrid working pattern, requiring three days on site.

Key responsibilities

• Lead delivery of the Housing Transformation Programme, aligning with the council’s wider transformation agenda.
• Recruit and stabilise the permanent workforce to reduce reliance on temporary accommodation.
• Drive cost reductions in temporary accommodation and improve demand‑management processes.
• Strengthen homelessness prevention strategies and develop robust housing performance and financial intelligence.
• Create a sustainable 1‑2 year Housing Transformation and Delivery Plan.

Required profile

• Significant experience leading large‑scale housing or homelessness programmes.
• Proven track record of managing complex service transformation and improvement initiatives.
• Ability to engage senior stakeholders, including elected members.
• Local authority experience is essential.

• No specific technical tools required – focus on programme leadership and stakeholder management.

What we offer

• Daily rate of £500‑£600, inside IR35 with PAYE option available.
• Hybrid working arrangement (3 days on site, 2 days remote).
• Standard office hours: 09:00‑17:00, Monday to Friday.
