Housing Officer

About the role

The Housing Officer will join Blackwood’s East Region Housing Services Team, supporting customers across the Scottish Borders to Perth to live independently. Reporting to a Team Leader, the role focuses on delivering high‑quality housing and customer service experiences.

Key responsibilities

• Lead tenancy and estate management, including allocations and management of empty properties.
• Conduct contract management, property inspections and address anti‑social behaviour and complaints.
• Support the tenant scrutiny panel and contribute to Blackwood’s Customer Engagement Plan.
• Promote neighbourhood inclusion and tackle isolation through digital tools such as CleverCogs™.
• Assist with the rollout of the Blackwood House design and other innovation initiatives.

Required profile

• Experienced housing professional with a customer‑centred approach.
• Strong collaborative relationships with internal and external partners.
• CIH Level 3 qualification (or working towards it) is essential.
• Proven ability to manage priorities, meet deadlines and make practical decisions.
• Willingness to work across a wide geographic area from the Scottish Borders to Perth.

Required skills

• Knowledge of estate management functions and services.
• Experience in contract management and property inspections.
• Ability to handle anti‑social behaviour and complaints effectively.
• Familiarity with digital housing systems such as CleverCogs™.
• CIH Level 3 qualification or equivalent.
