Housing Standards Officer – Private Sector Enforcement

About the role

We are seeking an experienced Housing Standards Officer to join a dynamic team in Esher, Surrey. This contract position offers a hybrid working model, allowing you to work remotely two days a week while spending three days on district or office duties.

Key responsibilities

• Investigate complaints about poor housing conditions and conduct property inspections.
• Assess hazards using the Housing Health and Safety Rating System (HHSRS).
• Take enforcement action, including issuing statutory notices, conducting interviews under caution, and representing cases in court.
• Lead complex housing standards cases and supervise junior officers.
• Manage HMO licensing, inspections, compliance and enforcement.
• Support the Empty Homes Programme by investigating vacant properties.
• Administer Caravan Site Licensing and ensure compliance with licence conditions.
• Promote domestic energy efficiency and assist with home energy conservation objectives.
• Liaise with landlords, tenants, solicitors, fire authorities, planners and other partner agencies.

Required profile

• Proven experience in private‑sector housing enforcement or environmental health.
• Strong knowledge of housing legislation, HHSRS and HMO licensing.
• Experience preparing legal documentation and attending court or tribunals.
• Ability to manage complex caseloads and supervise junior staff.
• Excellent communication, negotiation and report‑writing skills.
• Full UK driving licence is desirable.
