HR Change Manager – Public Sector Transformation

About the role

We are seeking an experienced HR Change Manager to lead a high‑profile public sector transformation programme, integrating employees into a larger regional organisation. The role reports directly to a senior executive stakeholder and combines people‑focused change management with project delivery, governance and communications.

Key responsibilities

• Lead and coordinate all people‑related aspects of the transformation programme.
• Manage workforce transition activities, including TUPE consultation processes.
• Develop and deliver comprehensive change management and communication plans.
• Create and maintain governance structures, reporting frameworks and programme documentation.
• Support senior leaders in navigating organisational and workforce change.

Required profile

• Significant experience in HR change management and organisational transformation.
• Strong knowledge and practical experience of TUPE transfers and workforce consultation.
• Experience working within Local Government and engaging with executive‑level stakeholders.
• Proven project management and governance expertise.
• Excellent communication and stakeholder engagement skills.
