HR Consultant – Equality, Diversity & Inclusion

About the role

This permanent HR Consultant position focuses on Equality, Diversity and Inclusion (EDI) for a South West local authority. The role is mostly remote with one day per week on‑site, supporting the organisation in creating fair, accessible and legally compliant people practices.

Key responsibilities

• Review and develop HR policies to ensure clarity, fairness and compliance with legislation.
• Provide guidance on complex HR casework, including conduct, performance and attendance issues.
• Support organisational projects that shape workforce culture, especially those with an HR or policy component.
• Act as a key HR liaison with managers to promote consistent and equitable people practices.
• Contribute to learning resources and training that enhance people‑management capability.
• Provide workforce insights for Equality Impact Assessments on HR policy and employment matters.
• Support the development and review of policies to embed fairness, accessibility and inclusion.
• Serve as an HR link for colleague networks, strengthening engagement and voice.
• Use feedback and data to identify EDI risks, gaps and improvement opportunities.

Required profile

• Proven experience within a local authority environment.
• Solid HR background, including policy development and/or complex casework.
• Strong knowledge of Equality, Diversity and Inclusion or job evaluation.
• Good understanding of employment law and contemporary HR best practice.
• Ability to analyse workforce data and present clear, evidence‑based insights.
• Collaborative working style with professionalism in sensitive discussions.
• Chartered Member of CIPD or equivalent professional experience is highly desirable.
