HR Consultant – Job Evaluation (Permanent, Hybrid)

About the role

This permanent position is with a South West local authority, working mainly remotely with one day per week on‑site in Bristol. The HR Consultant will focus on job evaluation, ensuring fair and transparent employment practices across the organisation.

Key responsibilities

• Lead and support job evaluation activity, assessing roles consistently against established frameworks.
• Advise managers on role design, grading outcomes and formal job evaluation processes.
• Use role and workforce data to inform pay, grading and organisational decisions.
• Maintain and develop job evaluation frameworks and related documentation.
• Autonomously manage a wide‑range employee‑relations caseload, including absence management, disciplinaries, grievances, restructures and TUPE transfers.

Required profile

• Proven experience within a local government environment.
• Chartered Member of the CIPD or equivalent experience with a commitment to achieving Chartered status.
• Strong background in job evaluation frameworks such as GLPC, NJC or Hay.
• Demonstrated ability to independently manage complex employee‑relations casework.
• Excellent communication, negotiation and conflict‑resolution skills.
