HR Manager – Oxford

About the role

Reed is supporting a prestigious Oxford‑based organisation in hiring an experienced HR Manager for a newly created standalone position. The role combines strategic HR leadership with hands‑on operational delivery, allowing you to shape HR policy while directly supporting a diverse workforce.

Key responsibilities

• Advise senior stakeholders and department heads on HR and employment matters.
• Develop, review and implement HR policies and procedures in line with legislation and best practice.
• Lead organisational development, staff wellbeing programmes and training initiatives.
• Manage employee relations, including disciplinary, grievance, absence and change management.
• Champion diversity, equity and inclusion across the organisation.
• Support recruitment, onboarding, performance management and employee engagement.
• Maintain HR systems, ensure accurate records and GDPR compliance.
• Produce HR reports, including equality and workforce data.
• Deliver HR training and coordinate external providers as needed.

Required profile

• CIPD Level 5 qualification or equivalent professional experience.
• Significant generalist HR experience, preferably in higher education, not‑for‑profit or similarly complex organisations.
• Strong knowledge of UK employment law and HR best practice.
• Proven ability to develop and implement HR policies and procedures.
• Excellent employee‑relations expertise with confidence to advise senior leaders.
• Proactive, hands‑on approach capable of managing a standalone HR function.
• Experience using HR information systems.
